This fifth policy paper of the“Monitoring and Evacuation of the Decentralization Process in Albania” Project presents a methodological approach and the indicators that can be employed to evaluate the impact of decentralization in Albania. In addition, the document brings to light a variety of methodological difficulties that need to be overcome.
