Rovena Sulstarova është Menaxhere e Programit të Qeverisjes. Përvoja e saj në punë përfshin angazhime në sektorin publik dhe atë të arsimit të lartë, si edhe në menaxhimin e projekteve dhe programeve të financuara nga donatorë në fushën e arsimit. Rovena ka mbajtur pozicione drejtuese në  administratën publike, në institucionin e Kryeministrisë dhe Ministrinë e Arsimit dhe Shkencës. Në sektorin e arsimit të lartë, Rovena ka qenë anëtare e Këshillit të Administrimit të Universitetit të Tiranës dhe lektore në universitete publike dhe private. Aktualisht ajo është e angazhuar si lektore e legjislacionit dhe politikave arsimore në Fakultetin e Shkencave Sociale.

Ajo ka kryer një Master Shkencor në Drejtësi dhe një tjetër në programin e Studimeve Evropiane të Universitetit të Tiranës. Rovena ka marrë titullin Doktore e Shkencave në edukim pranë të njëjtit universitet dhe mban titullin “Avokat”, dhënë nga Dhoma Kombëtare e Avokatisë së Shqipërisë.

Rovena zotëron gjuhën angleze dhe italiane dhe ka njohuri bazike të gjuhës gjermane.
