The Institute for Democracy and Mediation (IDM) is pleased to publish 4 evaluation reports on the institutional integrity of 4 high public administration institutions in Albania.
– Integrity Index Evaluation for the High Prosecutorial Council;
– Integrity Index Evaluation for the Ministry of Health and Social Protection;
– Integrity Index Evaluation for the Institute for Public Health.
The reports were drafted by a team of experts and provide a detailed assessment of these institutions’ fulfilment of integrity, meritocracy, transparency, and accountability criteria. The evaluation was conducted according to the Integrity Index of Public Institutions, the first methodological tool for monitoring public integrity by civil society in Albania.
Monitoring the integrity of public institutions is essential to ensuring a trustworthy and efficient public system. It promotes transparency in decision-making processes, increasing public trust in public institutions. Through this monitoring, good practices and institutional weaknesses that may affect the quality of services are identified, allowing for preventive and corrective actions to be taken. Additionally, monitoring helps evaluate accountability and the responsibilities of authorities, contributing to the improvement of policies and practices related to justice, the right to information, personal data protection, and public health.
The reports were consulted in internal meetings with the evaluated institutions and in public meetings with key institutions in the relevant fields, including the High Prosecutorial Council, the Commissioner for the Right to Information and Protection of Personal Data, the Ministry of Health and Social Protection, the Institute for Public Health, the State Audit Institution, the High Inspectorate for the Declaration and Audit of Assets and Conflict of Interests, the Ombudsperson, the Commissioner for the Supervision of the Civil Service, the Commissioner for Protection from Discrimination, representatives from line ministries, the Ministry of State for Public Administration and Anti-corruption, the Department of Public Administration, the School of Magistrates, the General Prosecutor’s Office, the High Judicial Council, the High Inspectorate of Justice, the Special Anti-Corruption Structure, the High Court, the Court of Appeals, the Prosecutor’s Office of the Tirana District, academia, international organizations, civil society organizations, the media, and representatives of the diplomatic corps in the country.
The main purpose of these meetings was to share practical knowledge on the independent monitoring of integrity and to promote a strong culture of integrity in all public institutions. External monitoring of the implementation of integrity plans is key to supporting a framework of transparent and accountable governance.
This meeting concludes an important phase of the project “Strengthening Integrity for the Improvement of Public Services,” supported by the Embassy of Sweden in Tirana.
