Assessment Report on State Police Ethics and Integrity | June 2019

 

June 2019 – This assessment report on police ethics and integrity examines the integrity in the State Police (SP) in Albania and the need to enhance the police organization’s integrity as a tool to prevent and curb corruption. The purpose of this report is to provide an analysis on the types of integrity violations by the police in exercising their duty as well as the causes of individual and collective attitudes and perceptions among police officers.

This report employs a methodological approach by using hypothetical scenarios with police officers. Prior to this report, this methodology was implemented in 2014 and 2016, thus including a comparative review of the data. It describes the types of violations undermining the integrity of the police organization and the causes of the economic, social and organizational culture of the SP affecting the likelihood of their occurrence.
