In its fourth consecutive monitoring cycle, National PAR Monitor Albania 2024/2025 presents the findings of the monitoring of Public Administration Reform (PAR) in Albania. This is the first of 6️ reports produced based on a new methodology and reporting approach, which assesses the transparency and inclusiveness of both the development of PAR strategic documents and for their coordination and monitoring structures.
Building on the SIGMA/OECD Principles and WeBER’s evidence‐based methodology refined for WeBER 3.0, this report focuses on two sub‐indicators: (1) transparency and inclusiveness in the development of PAR planning documents, and (2) transparency and inclusiveness of PAR monitoring and coordination structures. The first sub‐indicator focuses on the existence and quality of consultation processes in the development of PAR planning documents, while the second sub-‐indicator examines civil society participation in Integrated Policy Management Groups (IPMGs) and other bodies across seven elements, from policy design to key‐informant perceptions.
Comparative regional data across the Western Balkans are also presented, and all national and regional PAR Monitor reports (2017–2025) are available at www.par-monitor.org.
