UNDP Albania’s STAR project represents a mechanism for financial management of a multi-donor pooled fund managed by UNDP Albania in support to Albania’s administrative and territorial reform development and implementation. The project is implemented under the direct leadership of the Minister of State for Local Issues and translates into detailed activities and outputs the vision and the roadmap of the reform processes defined by the Government.
In this context of consolidation support for the newly established LGUs, STAR has planned to assist a selected number of LGUS in the elaboration of Local Development Operational Plans (LDOP), which would provide a rapid integrated vision and status of the new LGUs’ assets, resources, and potentials and prove beneficial to the leadership of the new local governments.
Provision of technical assistance to new municipalities to prepare Local Development Operational Plans including projects fiche for capital investments for a short term period of 3 years is the main objective of this assignment.
The benefiting municipalities are Mirditë, Has, Bulqizë.
