Conducting a Readiness Assessment to Introduce the RBM Management Approach to Local Governance Units

Self-management of municipalities in Albania is a novelty and as such represents challenge for those leaders painting their vision as a clear portrait in the eyes of the citizens. Therefore, considering the need for introducing and implementing a realistic management approach at municipality and city council level, IDM has started the first steps towards this process by conducting an RBM assessment with the staff of the municipalities of Shkoder, Lezhe, Durres, Vlore, Gjirokaster, Pogradec, Shijak, Librazhd and Rreshen.
This project, which was supported by the Balkan Trust for Democracy (BTD), started in October 2010 and aimed to improve Albanian local administration managerial culture, capacities and skills through raising awareness and introducing the RBM approach as a new and efficient tool.

During this period, IDM experts have drafted and conducted a survey with 270 administrative staffs, members of the municipality councils and representatives from civil society and law enforcement agencies at the local level with the aim to assess the municipalities’ managerial capacities.

This data will be the basis for the elaboration of a Readiness Assessment Report, which shall be available by the end of February.
