In its fourth consecutive monitoring cycle, National PAR Monitor Albania 2024/2025 – Public Service and Human Resource Management presents the findings of the monitoring of Public Administration Reform (PAR) in Albania. This report is one of six reports produced under the new methodology and reporting approach, and it assesses the transparency, openness and meritocracy of the civil service and human resource management system across five key aspects: (1) transparency of statistics and reports on civil service, (2) transparency of temporary hiring in the civil service, (3) transparency and merit principle of the recruitment process, (4) merit-based selection and protection of top managers from undue political influence, and (5) transparency and clarity of information on the civil service remuneration.
Building on the SIGMA/OECD Principles and WeBER’s evidence-based methodology refined for WeBER 3.0, this report evaluates Albania’s performance through detailed sub-indicators, combining legal and strategic assessments, implementation practices, and citizen and expert perceptions. It captures data from public documents, FOI requests, and structured interviews, while also benchmarking Albania’s scores against other Western Balkan countries.
