Procurement in the field of defense and security in Albania has been historically unregulated. Despite the approximation of Albanian legislation with that of the European Union, European standards for parliamentary oversight, verification of economic operators and accountability of contracting authorities remain unattainable by the Albanian authorities.
This policy brief addresses the problems arising from legal loopholes, lack of institutional accountability and inter-institutional coordination.
It also recommends legal and administrative changes that could make the procurement process in the field of defense and security more efficient and secure.
