Seminar for CSOs in Albania on SIGMA Principles of Public Administration

 

The Institute for Democracy and Mediation (IDM) organized on February 8th 2017 in Tirana a national seminar for CSOs on SIGMA principles of public administration. Representatives from 35 civil society organizations and local journalists attended the full day event which was held in the framework of the project “Western Balkans Enabling Project for Civil Society Monitoring of Public Administration Reform (WeBER)“ with the aim to introduce SIGMA Principles of Public Administration to a wider group of civil society members who are active or intend to develop capacities and focus in public administration reform (PAR) related areas.

Gjergji Vurmo, IDM Program Director and Bagrat Tunyan, Senior Adviser and Country Coordinator for Albania welcomed participants and shared with the audinc the objectives of the seminar.

The first session addressed the Strategic Framework for Public Administration Reform and the area of Policy Development and Coordination, which was presented by Mr. Tunyan and followed by multimedia presentation. Mr. Lech Marcinkowski, SIGMA expert, in the second session of the seminar introduced the audience to Public Service and Human Resource Management, Service delivery and Accountability while the last chapter – Public finance Management was presented by Brian Finn (SIGMA) in the third session of the event.

Interactive discussion with the participants followed each presentation, giving the opportunity for CSO representatives to actively participate in the seminar, and point out the key areas where CSOs have been the most active and where they can make the biggest contribution.

The last session of the Seminar was dedicated to discussions on ongoing WeBER activities which were introduced by Erisa Lame, WeBER Researcher and Gjergji Vurmo WeBER Coordinator for Albania. More specifically, the session focused on the draft concept note on National Working Groups on PAR (NWGs) to be established, the working draft on the PAR Monitor methodology presented and the sub-granting instrument of WeBER project.
