Presentation- December 16th Dhjetor 2011 – Hotel Tirana International
Institute for Democracy and Mediation (IDM) organized on December 16th in Hotel Tirana International, the presentation of the “Annual Report on Monitoring the Activity of Parliamentary Commission of Legal Issues, Public Administration and Human Rights.
During the year 2011 IDM has monitored the process of decentralization in the activity of the Parliamentary Commission for Legal Issues, Public Administration and Human Rights, through the scanning of the legislation concerned with local governance and decentralization process in Albania. During the monitoring different issues were identified such as :
1) poor consultation process with local organizations and groups of interest ;
2) participation of the Members of Parliament in the commission’s meetings ;
3) consultations with representatives from the Ministry of Interior.
Despite the findings, the document provides concrete recommendations concerning the improvement of the process of law making as well as their implementation in the field of decentralization.
The event was attended by members of parliament, members of the Parliamentary Commission for Legal Issues, representatives from central and local government, international representatives, media etc.
