The criminal events of the September 24 attack in Banjska constitute, among others, a moment of reflection on the efficiency and professionalism of law enforcement institutions. They demonstrated to the local and international actors that Kosovo has professional and capable institutions to carry out their mission with integrity, in accordance with legal provisions, as well as to perform the task of protecting public order and peace for all citizens of the Republic of Kosovo.

This efficiency demonstrated by the Kosovo Police was welcomed and supported by all sectors of Kosovar society, including political actors and the international community.

For all employees serving in law enforcement institutions, as well as for the general public, successfully addressing this event presents an opportunity to reflect on the reforms within these institutions, learn lessons, and set new objectives for consolidating them as strong, reliable, professional, and integrity-driven institutions.

The Institute for Democracy and Mediation (IDM) and the Kosovar Center for Security Studies (KCSS) have been dedicated to promoting and monitoring security and law enforcement sector reforms for decades. In this context, both organizations are committed to sustainably enhancing the integrity, professionalism, and role of the police in a democratic society. A professional, non-corrupt police force, invested in protecting the interests of the country’s citizens, independent of politics is the target for inherent reforms in this direction.  This activity is an independent, joint initiative of these two civil society organizations.

The momentum generated by the police response in Banjska, along with the subsequent reactions in both Kosovo and Albania, inspired these two organizations to convene a roundtable discussion for sharing experiences and addressing issues related to reform and good governance within law enforcement institutions. The discussion will involve representatives from the Kosovo Police, the State Police, relevant parliamentary committees, senior officials from the relevant ministries, experts, independent organizations, and more. Additionally, foreign partners supporting security institutions in Albania and Kosovo will be invited to participate in this discussion.
