Design and Integration of the Public Petition Platform for Albanian Parliament

The Institute for Democracy and Mediation (IDM), in collaboration with the Albanian Institute of Science (AIS) and Citizens Channel, is implementing the project “Increasing Parliament’s Responsiveness to Citizens’ Concerns” Project Code: 301457-415 funded by the Foreign, Commonwealth & Development Office (“FCDO”). The project aims to amplify the parliament’s efforts in fostering an enabling environment for substantial civic engagement in political and legislative processes in Albania as a means to promote public interest and build trust. In this context, IDM is seeking technical assistance from a qualified company or experts to design and integrate a public petition section and relevant submission form into Parliaments official website. This initiative aims to enhance accessibility and transparency in the petitioning process. The objective of this engagement is to ensure a seamless integration of the petition submission system on the Parliament’s website.

TASKS

The selected company or experts will be responsible for the following tasks:

Website design and integration of the Petition Form and Guidelines

  • Develop and integrate an intuitive, accessible online petition submission form into the official Parliament website.
  • Ensure the form is compatible with existing website structures and optimized for user experience.
  • Provide technical documentation and guidance for Parliament staff on managing and updating the form.

 

DELIVERABLES

The company/experts will be expected to deliver:

  1. A fully integrated and functional petition form on the Parliament’s website.
  2. Technical documentation and guidance for website administrators.

 

QUALIFICATIONS AND EXPERIENCE

The selected company or experts should have:

  • Demonstrated expertise in web design, development, and system integration.
  • Expertise in UI/UX design and accessibility compliance.
  • Experience working with governmental or public sector projects.
  • Capability to deliver multi-language and accessible content.

 

TIMELINE AND REMUNERATION

The deliverables must be delivered by March 2025. The remuneration will be in line with the budget allocation for this activity.
