Can a municipality function effectively without a functional Municipal Council?
This is the central question explored in the Institute for Democracy and Mediation’s (IDM) latest study, which examines the role of Municipal Councils in local governance and the challenges affecting the effective exercise of their representative, decision-making, and oversight functions.
Drawing on the experience of the “Bashki të Forta” project, the study argues that sustainable local governance reform cannot be achieved without strengthening the institutional role and capacity of Municipal Councils.
The report raises a fundamental question for Albania’s decentralisation process:
Can the Territorial Administrative Reform be considered truly consolidated if the representative body of local self-government lacks the capacity and mechanisms necessary to effectively exercise its role in decision-making, oversight, and citizen representation?
