The Institute for Democracy and Mediation (IDM) is inviting applications from qualified experts to conduct the external evaluation of the project “Civic Oversight Capacities for Budget Accountability and Transparency: BAT-Civil Society”, including its sub-granting scheme.
This evaluation aims to assess the project’s performance at the outcome level and its contribution to the intended results. It will complement IDM’s internal evaluation processes and reflects our commitment to effective project management and responsible use of EU funding.
Scope of Work
The selected evaluator will be responsible for delivering the following:
Evaluation Work Plan – outlining methodology, timeline, and data collection tools
Draft Evaluation Report – presenting initial findings
Final Evaluation Report – providing a comprehensive assessment of the Action’s achievements against its objectives and indicators
Application Requirements
Interested candidates should submit the following documents:
Curriculum Vitae (maximum 3 pages), highlighting relevant qualifications and experience
References to three (3) similar evaluation reports completed by the expert, preferably in fields such as governance, civil society, or public finance
Financial Offer, indicating the total cost of the assignment (excluding VAT)
