Public Hearing on the Recommendations of the Citizens’ Panels on Disability Issues

On March 12, 2025, a public hearing was held to discuss the recommendations of the Citizens’ Panels on disability issues, marking an important step in translating citizens’ voices into concrete policies.

The Citizens’ Panels, conducted from October 17-19, 2024, provided a structured space for informed discussions with around 80 randomly selected citizens from different regions of the country, following a specific methodology. Participants were informed by experts and technical staff from institutions. As a result, a concrete list of 10 recommendations was produced to improve accessibility, inclusive education, employment opportunities, and political participation for people with disabilities.

To ensure these recommendations translate into tangible policy changes, IDM organized a public hearing with the participation of members of the Parliamentary Committee on Labor, Social Affairs, and Health, the parliamentary group “Friends of PwDs,” representatives of relevant ministries, experts, citizens, and civil society organizations.

The discussion focused on the feasibility of implementing these recommendations within Albania’s legislative framework and strengthening institutional commitment to addressing systemic barriers faced by people with disabilities. Participants emphasized the importance of transparency and accountability in policymaking, viewing this hearing as a crucial step in strengthening deliberative democracy.

During the discussions, a new recommendation was proposed by participants—suggesting the creation of a dedicated unit, possibly within the Inspectorate, to monitor compliance with public works standards. This was presented as a direct request to MPs. Organizations supporting and advocating for people with disabilities demonstrated their strong commitment as an active and cohesive group within civil society, addressing the challenges and needs of the community they represent.
