Conference: Scaling up community structures in Albania: Setting the agenda for change

This event marks the end of the project Tirana Speaks/Shqiperia Speaks, implemented during the period May 2016-May 2017. It focuses on the work done in the framework of this project as well as it offers a comprehensive overview of the challenges in the implementation of community organization under the new Law on Local Self Government (Articles 68 and 69). During this period our efforts aimed at introducing local public and non-public stakeholders to the implications of the Law and providing also support for local initiatives to implement implied practices. Thus, in the municipalities of Tirana, Lezhe, Korçe, Kamez, Durres, Berat, Kukes, Elbasan, Fier and Shkoder different level of interest was expressed by the involved stakeholders that shifted from “skepticism”, “appreciation” for the approach to concrete “implementing initiatives”.
Municipal Council of Berat marks the first local government unit that has approved the needed regulatory framework and has started to set up the community structures. But, this is a long process that needs vision, willingness and capacities from authorities, civil society and donors.
In order to foster discussion for the challenges ahead, IDM is sharing with all invitees in this event i.e central and local government leaders, donor’ community, CSO, academics and different other interested stakeholders, a Policy Brief that may guide presentations and discussions in the Conference. It may also serve future action to tackle the pitfalls and challenges that actors might face towards an enabling environment for a functional model of community structures.
