This project aims to instigate competition among countries in the Western Balkans for performance of public authorities through the use of our upgraded platform (www.ind4dev.scards.com ).

Our collection of data for standardized indicators for six regional countries would enable comparison of their performance, expecting to put in motion public awareness in countries lagging behind others. Countries of the Western Balkans (Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro and Serbia) aim to join the European Union (EU) and successful performance of some countries can mobilize additional efforts among laggard countries.

The progress of the aspiring countries towards the EU depends on the degree how they improve the social and economic well-being and undergo institutional reforms. The EU is a major captivating image for citizens in the Western Balkans and exposing that a particular sector in a given country is lagging behind can have a major mobilizing power.

By corollary, instigating competition to the criteria in a fast manner can encourage political leaders to conduct deeper and faster reforms. Overall, the project has the potential to set the six affected countries onto a fast-track, self-propelled course of holistic development.
