Project description:

The objective of ‘Advocacy for Open Government’ is to increase transparency and integrity in government, enhance public participation and accountability, generate more effective policy-making, e.g. public service delivery, and empower CSOs to monitor open government and protect advocates for open government, e.g. whistleblowers. Presentation of the “Trust in Government 2014” Survey findings in 10 December 2014: IDM presented today in a press conference the preliminary findings of the “Trust in Government 2014” Survey. The survey aims to explore the level of public trust towards governmental institutions as well as explore citizens’ attitudes towards the performance of public institutions and service delivery. The Survey was conducted in October 2014, in the frame of Open Government Partnership, a regional project funded by European Union and the survey was made possible with the support of the United Nations Development Programe in Albania. Open Government Partnership and Civil Society: Monitoring of National Action Plan 2014-2016, 3-4 July 2014, Tirana: On July 1st 2014, the Republic of Albania officially launched the 2nd National Action Plan 2014-2016. The process of drafting the Action Plan was coordinated by the Ministry of Innovation and Public Administration, as the OGP National Coordinator in Albania. OGP Round Table: Increasing the Communication Between Police and Community, 19 May 2014: Albanian Government, a member of OGP since 2012, is currently drafting the second National Action Plan 2014-2016, a process which is supported by several consultative meetings between the Ministry of Innovation and Public Administration (National Coordinator of OGP in Albania) and Civil Society Organizations. Click here to read more on OGP Round Table Increasing the Communication between Police and Community.

OGP Round Table: Open Local Government, 16 May 2014: One of the recommendations pointed out from IDM and the OGP Coalition of Civil Society Organizations is the involvement of local government institutions (city halls) in undertaking concrete commitments in the framework of OGP. Regional Conference: Open Government Partnership: Challenges and Opportunities 2014-2016,  28th March 2014: Albanian officials working on the country’s Action Plan for open government should provide a public consultation timeline ahead of a May 7 deadline to submit a draft of the plan to the Open Government Partnership (OGP), according to a set of recommendations drafted and presented at a PASOS project conference held in Tirana March 28. Establishment of OGP CSO Coalition in Albania: Nine Albanian civil society organizations working to support the Open Government Partnership (OGP) in Albania announced at a December 5 Institute for Democracy and Mediation (IDM) conference the creation of a new coalition to support open government. The Albanian CSO Coalition on OGP is committed to improve the OGP Albania Process by upholding the value of openness in governments’ engagement with citizens to improve services, manage public resources, promote innovation, and create safer communities, according to IDM. At the end of the implementation of the 2012-2013 Action Plan, one independent monitoring exercise has been undertaken by the Institute for Democracy and Mediation (IDM) in October 2013. The report was released in connection with “Advocacy for Open Government: Civil society agenda-setting and monitoring of country action plan” an EU-funded PASOS project intended to encourage governments in Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro, and Serbia to become more transparent.
