Public Opinion Poll: Trust in Governance 2021

The Opinion Poll “Trust in Governance” is an annual exercise implemented by the Institute for Democracy and Mediation (IDM) to measure citizens’ trust in public institutions. It explores public perceptions regarding trust in institutions, transparency and accountability, corruption, citizen engagement in policy and decision-making, satisfaction with public service delivery, management of natural disasters and enforcement of non-discriminatory laws and policies.

Each year, the survey instrument includes the same core questions as in earlier reports dating back to 2013.

In addition, its content is annually reviewed by a panel of experts in the fields of good governance and social sciences to keep up with recent developments and trends in public discourse.

The ninth annual edition of the Opinion Poll “Trust in Governance 2021” survey was conducted during November 2021, across the 61 municipalities of Albania, using a 2500 randomly selected nationally representative sample.

With its baseline growing every year, this Opinion Poll is now critical to the monitoring framework of major reforms the Albanian government is engaged in, providing reliable data for public institutions in their quest to deliver high quality public services, justice, social cohesion, fair economic policies, environmental protection, etc. Moreover, data collected on a yearly basis support the assessment of the county’s performance and compliance against its commitments to international initiatives such as the Open Government Partnership (OGP) and the Agenda 2030: Sustainable Development Goals.

This report is prepared in the framework of the project “Consolidation of Citizen-Centric Public Service Delivery in Albania” (CSDA), a donor pool fund implemented by the Government of Albania in partnership with the United Nations Development Program (UNDP), and with Austrian Development Cooperation (ADC) as a key contributor, together with UNDP.
