Mr. Foto Duro as Guest Researcher at Kosovar Center for Security Studies (KCSS)

 

IDM Researcher Mr. Foto Duro  will be guest researcher  at Kosovar Center for Security Studies for a two-week period, starting from 16 March 2015 as part of the Security Research Forum  Belgrade-Prishtina-Tirana.

Colonel (Retired) Foto Duro was graduated in 1981, at the “Skënderbeg” Military Academy in Tirana.  His education includes also post-graduate studies at the Defense Academy of Tirana (1993) and the US Army Command and General Staff College, Kansas (2002). In addition, he has attended a number of specialization courses abroad, focused on the areas of Military Decision Making Process, Defense Resources Management (USA and UK) and on Global Security issues (USA, Germany and Switzerland).  Mr. Duro has completed his PhD studies at the Defense Academy of Tirana (2013), focused on the enhancement of the defense planning in the Albanian Armed Forces. During more than 30 years of military career, Mr. Duro served in different positions, from company up to division level. In the Albanian General Staff, he served in the positions of Director for Defense Planning and as Director General. In the last two years of his military career, until retiring in September 2012, he held the position of Policy Director in the Albanian Ministry of Defense. While holding these positions, he had been involved in the preparation of a number of strategic documents as well as reports to NATO, in the framework of the Membership Action Plan.

During his stay in Kosovo, Mr. Foto will be engaged in drafting the policy paper ” Albania – Kosovo defense cooperation”. The aim of this document is to review the level of this cooperation, starting mainly after the declaration of independence, how stable and effective was this collaboration, the difficulties of the deficiencies found, and what can be done better in the future for cooperation in field of defense between the two countries.
