    “Revista Komunitare” jo rastësisht u përzgjodh që në fillimet e këtij programi, si zëri i iniciativës “Forcimi i Kapaciteteve të Shoqërisë Civile në Zonat Rurale dhe Periferike”. Revista Komunitare konsistonte në një botim periodik në kuadër të ESCRA-s duke u publikuar çdo tre muaj.  Revista u kthye jo vetëm në një dritare komunikimi mes publikut dhe organizatave të shoqërisë civile, por  në të njëjtën kohë u dha zë këtyre të fundit për të artikuluar dhe vënë në pah problemet dhe vështirësitë me të cilat ato përballen. Kjo revistë synoi dhe arriti të kthehej në një platformë informacioni dhe komunikimi mes aktorëve të ndryshëm si institucione publike, organizata joqeveritare, biznese apo komunitete.

  • DECENTRALIZATION MONITORING REPORT 2012

    The IDM`s “Monitoring Decentralization Report 2012” provides an overview of the progress achieved in the work of the Parliamentary Commission for Legal Issues, Public Administration and Human Rights (The Commission) referring to the draft laws with an impact on decentralisation and local governance during 2012, as well as of the main challenges that remain to be addressed, based on the monitoring report findings.

  • Perspective and Strengthening of Qarks in Albania Between Decentralization and Regional Development

    Drafting of this policy document runs parallel with the process of acquiring the status of the candidate country and with the immediate need for the review, as soon as possible, of the decentralization reform for the component of the Qarks. It also needs the bipartisan commitment of policymakers, as long as the decentralization reform requires changes of the constitutional character and of the local government organic law.

  • Building Citizen Centered Policy-Making

    Policy Paper: December 2008

    This paper elaborates on the process of policy-making and focuses on how citizens fit into the whole picture (or process). References are made to key actors and institutions as responsible for the effective enforcement of mechanisms and tools designed for meaningful citizen participation in policymaking via information and/or citizen consultations to ensure active participation. Information and consultations respectively represent one-way and two-way relationships, in which governments either depart or receive information and feedback from the public.

    Institute for Democracy and Mediation has been for a long time working closely with local government and civic structures throughout Albania struggling to promote participatory governance at the local level.   • Manual on establishing Local Action Groups (LAGs)

    The aim of this manual is not only to offer some practical steps on how a Local Action Group (LAG) is built but also concrete examples withdrawn from the European experience showing the building process of specific LAGs in specific localities. The publication was prepared in the framework of IDM cooperation with OXFAM aiming to inform and train rural communities and stakeholders in the regions of Shkodra, Vlora and Dibra on rural development, LEADER approach and creation of LAG’s in Albania.
