Capacity Building of the Community Liaison Structure in Shkodra Municipality

Within the framework of its ongoing project in the city of Shkodra “Towards Sustainability of Participatory Governance and Public Private Partnerships” supported by BTD, IDM in cooperation with Shkodra Municipality organized on the 3rd February 2009 a training with the Community Liaisons of Shkodra Municipality. The training in itself focused on spreading the good practices on community organizing through the Community Based Groups in this city, and is part of a series of trainings and workshops that IDM intends to develop in this city with various actors from local governance, business and civil society sector, for enhanced participatory governance.

Enhancement of cross-border cooperation in the framework of regional policies and integrated rural development

A series of regional forums, workshops, trainings and assessment activities have been carried out under his projects in the two pilot regions of Shkodra bordering with Montenegro and Korca (bordering with Macedonia and Greece), with the purpose to seek joint approaches and strategies to promote cross-border cooperation for the elaboration and implementation of regional policies and integrated rural development.

Capacity Building of Local Stakeholders in Rural Development Issues

One of the most recent activities of IDM has been the cooperation with OXFAM for the development of local partnership and fostering of cooperation for rural development in Albania. To achieve this IDM and Oxfam have initiated a series of trainings in the regions of Shkodra, Vlora and Dibra for the capacity building of local stakeholders, be they public, private or civic, in terms of rural development , LEADER approach and creation of LAG’s in Albania.

Community Liaison - The Challenges of Re-dimensioning the Role in a Local Democracy

Institute for Democracy and Mediation organized on the 14th January 2008 the Regional Conference “Community Liaison: The Challenges of Re-dimensioning the Role in a Local Democracy”. The aim of this conference was to present the newly established experiences in the city of Durrës, where for the first time, in cooperation with the Municipality of Durrës and the support of the American Embassy in Tirana through the project “The Model of Good Governance Practices through the Community Liaison” , the Community Liaison structure was established. At present 18 Community Liaisons are part of the Municipality of Durrës, with the proposal of the community and their appointment by the city’s Municipal Council.

IDM in partnership with the UN Food and Agriculture Organization (FAO) organized two series of trainings with participants from Albania and Kosovo, coming from both the public and private sphere and directly involved in rural development issues.

ASSESSING THE IMPACT OF THE STRUCTURE OF COMMUNITY LIAISON IN MUNICIPALITY OF DURRËS

In 2007, the Institute for Democracy and Mediation with the support of the U.S Embassy has introduced for the first time in the Municipality of Durrës the Community Liaison model, in the frame of the project "Modelling of practices of good governance through Community Liaison instrument". Community Liaison is a tool created with the aim of improving service delivery and empowerment of connecting citizens with decision-making at local and national level. IDM has intervened in a bottom-up approach to the institutionalization of CL that is assessed as a positive instrument towards building effective participatory governance that will lead to a democratic governance, transparency and public accountability.

The ultimate goal of the conference was to bring together in consensual frame public institutors, community of citizens and private sector so that developmental and democratic goals of the local government can be reached through community engagement and civic participation.

Social Welfare – A challenge of our times

Conference - Tirana, November 2001

This one-day conference aimed at encouraging and strengthening faith-based groups in assisting the revitalization of values that which motivate social and civil action. Participants were leaders of religious communities, representatives of State Committee on Cults, representatives of the political parties, members of parliament, members of the government, NGO representatives, state agencies for social welfare and other volunteers.


Among them were Monsignor Rrok Mirdita and Mayor of Tirana Edi Rama. Guest of honor was the President of Republic the Hon. Rexhep Meidani and key note speaker the Hon. Lord Griffiths of Fforestfach from UK. The participants discussed an agenda of joint action involving all the religious communities in promoting care for those in need and assist in improving community social affairs. The main contributions of the conference are published in a book.

Strengthening Democracy and Market Economy in Albania

The conference was the inaugural activity of IDM and proved to be a successful start aiming to foster a non-partisan, non-party dialogue on critical issues facing Albania. The President of the Republic of Albania HE Rexhep Meidani, Hon. Gert Ahrens - OSCE Ambasador, Hon. Joseph Limprecht – US Ambassador, Mr. Pandeli Majko-Former Prime Minister, Dr. Ridvan Bode-Former Minister of Finance Hon. Louis Greig-Managing Director, Goldman Sachs International were among the main contributors to this Conference.
