Vision

Our vision is an Albania with stronger and viable democratic institutions and with increased public awareness and citizens’ participation.

 

Mission statement

IDM is founded by a group of Albanian scholars with the desire and commitment to address the problems facing Albanian’s democracy, through mediation between institutions, community and groups.

 

IDM puts its efforts to foster confidence between political and civic actors for building democratic and prosperous society inclined towards Euro-Atlantic integrations.

IDM’s key program areas include:

 

  • Security Sector Governance

  • Local Government and community participation

  • Promoting governance accountability and transparency

  • Organizational and capacity building of public institutions

  • Legal Initiatives for improved legal framework

 

IDM will focus on the following directions in the next 3-5 years:

 

 Increasing civic participation through:

 - Promoting community participation/action and voluntarism through Community Based Groups

- Strengthening the capacities of local communities for human development in a society that leaves no one behind.

- Developing self-sustainable links of communication and citizens’ participation in the decision-making and transparency of the institutions through institutionalizing community liaisons.  

 

Improving institutional reforms through:

- Working with national and international partners to develop locally owned reform of the institutions through identifying problems, developing awareness, improving capacities, developing networks and strategies.

- Developing effective mechanisms for institutional reforms by solving existing problems through bottom-up and up-down approaches.

- Advocating for new and/or amendment of legislation for improvement of institutional reforms.

 

Community policing

A prosperous and peaceful future for the country requires that Albania establishes and promotes attitudes, behaviors and practices that will improve the over all security situation in the country. IDM will continue to develop and expand models, establish structures and changing mentalities in order to improve motivation, professionalism, and public credibility of law enforcement institutions and law enforcement officers. 

 

Regional cooperation

IDM will continue to support a broad range of regional confidence building initiatives and an expanded interaction of regional leadership and youth in the interests of cross-border cooperation. Regional projects of IDM aim at enhancing the recognition, understanding and cooperation between the peoples in the South-East Europe, developing joint solutions for their common problems, promoting the values of Euro-Atlantic integration and facilitating inter-ethnic and religious tolerance, dialogue and cooperation on social issues.

Building of a national perspective on crime prevention

The consolidation of security sector institutions and the improvement of security sector governance have frequently called for the attention of important civil actors, international partners and the general public at large. Taking into account the policy brief drawn up from the Center for Security Studies (February 2008) on the problematique of crime prevention and the current approach of Albanian institutions, IDM organized on 3rd June 2008 a roundtable with high officials and experts on security related matters. The roundtable dedicated to “Building a national perspective on crime prevention” was intended to maintain the structure of free discussion which aimed to offer the experience and comments of the participants particularly on IDM legal initiative for a special legislative act on crime prevention.
