IDM’s approach based on the Conclusions
of the Regional Conference
“Towards a Community Coordinative Centre for Shkodra”
held
on 28th March 2008
Supported by Balkan Trust for Democracy
With
the support of the existing Local Community Liaisons in
Shkodra, the Institute for Democracy and Mediation has
promoted in Shkodra its experience in community mobilization
in the regions No. 2 and No. 3 of the city through the
setting up and operation of 5 Community Based Groups which
have been more than active in the last 2 years in the city
of Shkodra. These Community Based Groups have contributed
not only to the bringing closer the community concerns to
the attention of local structures, but have also cooperated
with these same structures for the realization of joint
projects with the aim of community life improvement. A
Memorandum of Understanding is already in place between the
Municipality of Shkodra and the Community Based Groups by so
developing a strong feeling of community self belongingness
in these regions.

Through this greeting note I want to thank you all for the interest in our organization and at the same time want to take the opportunity to introduce you with Institute for Democracy and Mediation (IDM). Founded on November 1999, IDM is an independent, non-governmental organization working to strengthen the Civil Society sector in Albania, to develop broad community-based partnerships focused on increasing communities’ understanding and capacities to participate in democratic processes for an improved governance at all levels, build safe community environment and work together for the common good.
IDM’s choice of activities to achieve its strategic objectives is an effort to go beyond simple one time delivery projects. They form part of a continuing attempt to strengthen shared values and shared confidences across the broad spectrum of political and non-political actors in Albania as the country moves towards strengthening its institutions, law enforcement and rule of law. IDM believes that through partnerships with the international organizations and institutions it remains crucial to develop local ownership of reforms that would lead to the full integration of Albania in Euro-Atlantic community of democracies.
In IDM, we all believe that people affected by decisions should be part of decision making processes. Therefore, IDM seeks to promote increased community participation and contributes to the development of legal frameworks that allow and enable such participation in decision making processes at all levels.
IDM is an organization that has friends and collaborators in Albania and other parts of the world that have contributed to development and strengthening of the organization. We find the opportunity to thank them all and give them the opportunity to take pride in the work that they have done supporting this organization.

Regional Summer School on Security Studies ‘08
